Towards the Future Download Quest Fix - 27-Dec-23

Towards the Future has been adjusted so that it works properly as a download quest, and doesn't get the player stuck after Vol Opt.

Please note that the quest will still set flags early which may break offline progress, although if this does happen, you can download the government quest files and unlock the areas that way if played offline.
